Uganda – Obtain Dairy (Milk, Cream, Butter,Ghee,Cheese) Product Import Permit

Procedure

  • An import permit is only issued to the applicant if he/she obtains a no objection certificate from the veterinary department (which is the final authority on animal diseases) of the country of origin stating that the milk to be exported is fit and that it meets the health requirements of Uganda.
  • The certificate of no objection (veterinary approval) is a pre-requisite document and should be obtained before making the milk dairy produce importation permit application.

Apply In-Person

  1. The first step is to obtain a certificate of no objection from the veterinary department stating that the dairy produce to be imported is fit and that it meets the health requirements of the receiving country.
  2. The next step is to contact the nearest Dairy Development Authority office to make the application for a Dairy Produce Importation Permit.You can visit their website on the following link Dairy Development Authority
  3. Here you will be given an application form to fill and submit.
    • For imports you will be given an Application to Import Milk and Milk Products – Form 1 to fill and submit.
  4. You will be asked to pay an application fee of Ugsh 20,000 and submit the required documents.
  5. The Dairy Development Authority will then issue you with a clearance certificate at the port of entry or discharge if you have met all the required requirements.
    • This will be after you have paid the requisite Import Permit fees of Ugsh.100,000.
    • After making the payment you will be issued with an Import Permit For Dairy Produce – Form 3. This takes a processing period of 3 days.
    • This permit is valid 90 days and is viable for one consignment only
  6. After importing the dairy produce you are required to deliver to the Dairy Development Authority within seven days ,a statement in writing giving information and particulars in relation to—
    • the quantities of imported dairy produce held in stock, stating whether the dairy produce is held in bond or otherwise, and the date or dates of such importation;
    • the quantities of the daily produce for which import orders have been placed, the anticipated date or dates of arrival in Uganda and the source of supply;
    • the intended destination of imported dairy produce and the names and addresses of the intended distributors, wholesalers or retailers.
  7. Non-compliance of permit rules and regulations can lead to suspension of permit and revocation of future applications.

Eligibility

  • Persons intending to import dairy produce into Uganda are eligible to make the application.

Fees

  • Permit fees Ugsh 100,000 (per consignment)
  • Application fees Ugsh 20,000=

Validity

This permit is valid 90 days and for one consignment only.

  • The processing time is 7 days.

Need for the Document

  • The Dairy Produce Importation Permit allows one to import dairy produce from other countries into Uganda.
  • The permit is important in the regulation of the dairy industry. It facilitates regular inspection to ensure compliance to milk quality and safety requirements.
  • In Uganda no person is allowed import dairy produce without a permit issued by the Dairy Development Authority.

  • Pearl Dairy solely deals in powdered milk production. Pearl Dairy has greatly benefited from the growing intra-regional trade.
  • Kenyan processors used to import powdered milk from European countries. However, the supplies from Europe were subjected to heavy import duty and transportation costs, which were passed on to consumers.
